    Creating a code testing environment

I've been interested in learning about DDOS attacks, both the implementation and the defense of such. Setting aside the difficulty of learning how to actually implement either one, I know that I need some sort of private "lab" environment so I can run code to kill fake computers. Ideally, be able to set up a mean to attempt to kill a computer and then successfully prevent it or stop it.

Does anyone have a recommendation on how I might be able to set up a safe environment? I'm brand new to this corner of programming, so ideally I'd like free options before I commit too much.
