Do we currently know how to make an artificial general intelligence, given (practically) unlimited resources?

Suppose that we had access to a super-computer whose only computational limits were those of the physical universe (see e.g. Lloyd, 2001). Are humans currently able to write pseudo-code for an algorithm that would eventually match or surpass human intelligence when run on this super-computer? Defining "intelligence" is tricky, but let's assume we want it to pass the Turing test or something like that.

(If we assume we had truly infinite computing power, the task seemingly becomes trivial. One could simply write a program to simulate all possible Turing machines. Assuming the Church-Turing thesis is true, the human brain can be represented as a Turing machine. So, eventually the program would find and simulate a human brain, or some other Turing machine that qualifies as generally intelligent. However, the computational complexity of brute forcing our way to intelligence is astronomically exorbitant.)

Basically, the concept of the class is you have the solution but must make the equation to acquire the solution. Anyone know the name of the class or the practice of this?
